Coleen Danaher, Regional Vice President of Business Development for JTC Americas, a JTC Company, recently joined a panel of Silicon Valley Opportunity Zone experts on how the initiative can transform communities and be a huge social impact.
When asked about how social impact is changing the conversation for Opportunity Zone developers and investors, Coleen discussed how JTC Americas’ technology objectively tracks the economic and social impact a fund is making through Howard W. Buffett’s Impact Rate of Return®, or iRR®.
“We worked with Howard W. Buffett to [deploy] a tool that’s measuring the social impact using government Census Bureau and DOL statistics. Howard’s algorithm for impact rate of return is included in our OZ platform,” said Coleen.
“We’re talking to existing Opportunity Zone Funds that are currently doing their own administration and are interested in measuring social impact, so there is definitely interest in our measurement tool,” added Coleen.

The event was hosted by Doug Davenport, Founder and Executive Director of Prospect Silicon Valley, a nonprofit cleantech innovation hub. Coleen was joined by Kunal Merchant, Co-founder of Cal OZ; Nathan Donato-Weinstein, Business Development Officer of City of San Jose; Stephanie Silkwood, Associate Principal of RMW Architecture and Interiors; and Joseph Aamidor, Managing Director of Aamidor Consulting.
